Background:
The aim of the Agreement on Appointment and Exchange of Liaison Officers in Belgrade and in Priština was to establish mutual relations and facilitate communication between the two parties. Their remit also included monitoring of all activities relative to normalization of relations and addressing daily issues that might occur.
The parties considered the EU-proposed modalities related to deployment of the liaison officers and their staff at the EU Delegation/EU Office.
The liaison officers are placed in the EU’s respective offices in Priština and in Belgrade. Notwithstanding the numerous ambiguities regarding their specific functions, this Agreement is perceived as an important step in the normalization process and development of good neighborly relations between Kosovo and Serbia.
This was the first time an exchange of official representatives actually took place.
On 17 June 2013, Lulzim Peci was appointed liaison officer in Belgrade and Dejan Pavićević Serbian liaison officer in Priština.
