Background:

Before and during the conflict in Kosovo, the civil registry books of Kosovo were destroyed or relocated to Serbia. It is estimated that there were 12,036 registry books from Kosovo total. The citizens of Kosovo got their documents issued by the UNMIK administration (UNMIK has issued over 977,000 IDs and 77,500 UNMIK passports to citizens).

The copies of civil registry books were verified in Niš, within an EU-funded project , including into the process the EULEX, the EU Office in Kosovo / EUSR, Danish Refugee Council as executive partner, as well the teams from Kosovo and Serbia. As a result of this agreement, the first civil registry books were handed over to the municipality of Janjevo and the municipality of Lipljan.
