Background:

After the expiration of the Agreements concerning the finalization of implementation of 2011 freedom of movement – signed in Brussels on 14th of September 2016.  temporary institutions in Kosovo* on 15th of September 2021, introduce reciprocity for the car plates that enter from central parts of Serbia.

After 10 days of a crisis situation that included: changing the car plates, introducing the test plates, blocking off the road, deployment of special police units, finally both sides agreed in Brussels on these conclusions down below.

The special police units will be removed from Jarinje and Brnjak CCPs, simultaneously with the roadblocks on 2 October 2021. KFOR will deploy its forces at the CCPs Jarinje and Brnjak.

The sticker regime will be applied as a temporary measure from 4 October 2021, until the permanent solution is agreed.

Working Group will be constituted by the representatives from EU, Belgrade, and Pristina and will be chaired by the EU. The first meeting will be on 21 October 2021 in Brussels. Within the six months from the first meeting, the Working Group will present its findings on a permanent solution to the high-level format of the dialogue.
